Editor's Note: During the study tour and practice in China of the winning teams of the 2025 Poverty Alleviation Challenge, the Peruvian team came to Cili County in Hunan Province to experience the vivid practice of rural governance and people's livelihood improvement, and feel the development achievements of transforming the former "hollow village" into a fully functional and conveniently serviced "happiness circle" by improving public service facilities and promoting grassroots governance innovation. In practice, Chinese and Latin American youth have conducted in-depth learning and discussion on China's experience in advancing poverty alleviation and rural revitalization, as well as practical measures centered on improving people's livelihood and enhancing community cohesion. Original Title: From a "Hollow Village" to a "Happiness Circle"

(Translation) The former "hollow village" in Cili County with aging infrastructure and insufficient development vitality has now been transformed into a fully functional, livable and business-friendly "happiness circle" by improving rural health clinics, promoting the facilitation of administrative services and building cultural squares.

A series of people's livelihood projects such as the "Four Good Rural Roads", small fire stations and employment service centers have effectively filled the gaps in rural public services, making rural public spaces gradually become an important carrier for gathering social forces and improving farmers' well-being.
