Belt and Road Initiative and Extension to Latin America– A perspective from China

Abstract:The Belt and Road Initiative has caused a lot of repercussions in the international community after its launch in September of 2013. The Chinese president Xi Jin Ping raised that“Latin America is the natural extension of Belt and Road Initiative”in 2017, so that Latin America and the Caribbean countries which were not included in this initiative before can participate in the related discussion and exchange. In fact, due to the complication of the status of world affairs, the different countries have the unlike perspectives about the fast-rising power of China. In addition, the appearance of the term,“One Belt and One Road Initiative”, has a profound Chinese cultural inside, the cultural differences also make the“Belt and Road Initiative”difficult to be understood by the world. Therefore this paper is aimed at the further discussion regarding to the basis and prospects of the“Belt and Road”extension to Latin America through the study of the background of formulation, the built up process of the system and its experience of five years in Asia.
