On the basis of describing the development process of Brazil's automobile industry, this paper discusses the behavior choice of foreign capital and the role of the Brazilian government in combination with Brazil's domestic industrial development conditions and the international development environment of the automobile industry. Brazil's experience shows that the foreign capital dependent industrial development mode and its possible industrial development situation are essentially the result of repeated game between foreign capital and host government under the premise of given local advantages.
