Tsinghua University Latin America Center Team Conducts Research Exchange with Claudio Huamani, Community Entrepreneur

On the morning of December 11, 2025, Peru time, a team from the Tsinghua University Latin America Center conducted an interview and exchange with Claudio Huamani, a community leader and entrepreneur from the Cotabambas Province, Apurímac Region, in the Las Bambas area of Peru. Attendees included Professor Chen Taotao, Professor of Finance Department of School of Economics & Management, Tsinghua University, Director of the Tsinghua University Latin America Center, and Director of Center for China-Latin America Management Studies, School of Economics and Management, Tsinghua University; Postdoctoral Researcher Rong Yu, and PhD candidates Feng Jian and Qiao Ziyi from the School of Economics and Management, Tsinghua University.

During the meeting, Mr. Claudio introduced to the Latin America Center team the changes in the Charhuahuacho community before and after the commencement of the Minera Las Bambas S.A. project. He also shared his experiences in community consultation and community enterprise building. As a community leader, he needs to build consensus within the community and coordinate communication with the mining company and the government. For example, when the Las Bambas project proposed road construction, the community initially opposed it. Through multiple rounds of dialogue and negotiation, he facilitated the community's eventual agreement to the construction. Furthermore, he shared his experience in spearheading the establishment of community enterprises such as cleaning companies and hotels. By providing personnel training and connecting with the service needs of the mining company, he helped drive local community employment.

Professor Chen Taotao shared China's experience of how local enterprises grew by cooperating with multinational corporations during the opening-up process. She commended Mr. Claudio's efforts in coordinating the common interests between the local community and the mining enterprise. She also offered sincere suggestions on how community enterprises can seize opportunities to develop jointly with mining companies.

Both parties agreed that through sustained dialogue, enhanced collaboration, and capacity building, greater and longer-term opportunities can be created for the community. They concurred that building mutual trust and ensuring shared participation among the government, enterprises, and the community are crucial for achieving shared development.
