On the morning of December 10, 2025, Peru time, the Tsinghua University Latin America Center team held discussions with Porfirio Gutierrez, former Mayor of Charhuahuacho, Peru. Attendees included Professor Chen Taotao, Professor of Finance Department of School of Economics & Management, Tsinghua University, Director of the Tsinghua University Latin America Center, and Director of Center for China-Latin America Management Studies, School of Economics and Management, Tsinghua University; as well as Rong Yu, a postdoctoral researcher, and Feng Jian and Qiao Ziyi, PhD candidates from the School of Economics and Management, Tsinghua University.
At the meeting, Professor Chen Taotao, Director of the Latin America Center, elaborated on the primary objectives of the discussion and expressed heartfelt gratitude to former Mayor Porfirio Gutierrez for attending the interview. Porfirio Gutierrez introduced his professional background to the Latin America Center team and shared the key work focuses during his term, which primarily centered on areas such as water conservancy and agriculture. He pointed out that, in accordance with relevant Peruvian laws, taxes paid by Minmetals Resources' Las Bambas mining company have entered the local fiscal budget, significantly enhancing the community's public financial capacity, thereby providing crucial support for the implementation of local livelihood projects like roads and schools. Meanwhile, the Las Bambas mining company, by providing travel support and assisting in document preparation for technically intensive projects, closely collaborated with the local government, becoming an important "ally" in promoting regional development.
Both parties engaged in in-depth discussions focused on the development challenges faced by resource-dependent regions and models for government-business collaboration. They reached a consensus on the governance wisdom of "harmony is most precious" (以和为贵), agreeing that balancing the interests of all stakeholders through dialogue and consultation is a crucial path for resolving typical conflicts in resource-dependent regions and moving towards sustainable development.
