On the afternoon of December 7, 2025, Lima, Peru time, a team from the Tsinghua University Latin America Center held discussions with Rildo Guillen, former Mayor of Tambobamba, Peru. The meeting took place at a restaurant in the Swissôtel Lima. Attendees included Professor Chen Taotao, Professor of Finance Department of School of Economics & Management, Tsinghua University, Director of the Tsinghua University Latin America Center, and Director of Center for China-Latin America Management Studies, School of Economics and Management, Tsinghua University; as well as Rong Yu, a postdoctoral researcher, and Feng Jian and Qiao Ziyi, PhD candidates from the School of Economics and Management, Tsinghua University.
At the meeting, Professor Chen Taotao, Director of the Latin America Center, elaborated on the primary objectives of the discussion and expressed heartfelt gratitude for the visit of former Mayor Rildo Guillen. Rildo Guillen introduced his educational background to the Latin America Center team and reviewed the main initiatives and achievements during his tenure as Mayor of Tambobamba. These included actively promoting the community's development of a comprehensive development plan covering areas such as health, education, agriculture, and credit, while also committing to advancing regional sustainable development through measures like protecting cultural heritage and addressing climate change.
The discussion focused in-depth on the "Kutukutay Bridge Construction" project promoted by Rildo Guillen during his term. This project, a significant undertaking long-awaited by the local community for fifty years, effectively addressed residents' shared desire for improved traffic safety. The bridge was implemented through Peru's "Works for Taxes" (Obras por Impuestos) mechanism, with construction funded by Minmetals Resources' Las Bambas mining company using tax contributions. It has significantly enhanced regional connectivity and has become an important symbol of local development. Rildo Guillen stated that Peru could actively learn from China's development experiences in areas such as infrastructure construction, technological innovation, and project management. He emphasized strengthening talent training and exchange cooperation between the governments and enterprises of the two countries, promoting specific project collaborations and technology transfer, with the aim to "make Peru the China of South America."
